Steve undergoes the transformation through the Super-Soldier Serum and emerges stronger, faster, and more resilient. However, shortly after the successful procedure, Dr. Erskine is assassinated by a Hydra agent, and the formula is lost. Steve is initially used as a propaganda tool, touring as “Captain America” to boost morale and sell war bonds. Frustrated by not being allowed to fight, Steve takes matters into his own hands when he learns that his friend Bucky Barnes (Sebastian Stan) and other soldiers have been captured by Hydra.

He then forms an elite team, the Howling Commandos, and begins to dismantle Hydra operations across Europe. Meanwhile, the film’s antagonist, Johann Schmidt (Hugo Weaving), also known as the Red Skull, leads Hydra with ambitions to use a powerful artifact known as the Tesseract to conquer the world.
